General Assembly Begins Thursday!

This email contains a lot of information to help you serve as a delegate.
Summary of What's Taken Place so Far

  • The Article II Study Commission released its final Article II proposal in Autumn 2023, following the vote for preliminary approval. 

  • Amendments to the Article II Study Commission's final proposal were submitted by congregational petition by February 1. Four Article II amendments met the requirements to be considered during General Assembly. 

  • Business Mini-Assemblies were held to discuss four amendments pertaining to the Rules of Procedure and Business Resolution. No amendments were submitted for the by-law Amendment to Section 7.13. Three amendments receiving enough support to be considered during General Assembly. The Board of Trustees incorporated these amendments.

  • Three Actions of Immediate Witness were submitted and reviewed by the Commission on Social Witness. Feedback sessions were held, and the sponsors submitted revised AIWs.


  • Delegates and other UUs have been discussing the various business items on Discuss.uua.org.
Summary of Business Taking Place During General Assembly

Thursday, June 20

General Session I
No business items to discuss and delegates will vote to adopt the rules of procedure, which require a 2/3 vote to pass. This ballot is only open for 90 minutes, beginning at the end of General Session I.

General Session II
Delegates will review the Consent Agenda, which includes the bylaw amendment for Section 7.13. Religious Education Credentialing Committee. A single delegate can propose to remove the bylaw from the consent agenda and if joined by nine other delegates it will be added back to the business agenda for discussion.

Delegates will also discuss two Article II amendments, Equity: Every Person is Inherently Worthy and Equity Calls Us to Listen, Understand, Respect, Respond. There is 15 minutes of discussion time for each amendment and they require a 3/4 vote to pass.

The Actions of Immediate Witness (AIWs) will be introduced by their sponsors and delegates will vote to admit each of them to the agenda: World on Fire: Humanitarian Work and Climate Change, Solidarity with Palestinians, and Centering Love Amidst the Ongoing Impact of COVID-19. There is no discussion, and each requires a 2/3 vote to be admitted.

Friday, June 21

Budget Hearing
Delegates can join the budget hearing to learn about the UUA Fiscal Year 25-26 budget and ask questions. 

General Session III
Delegates will discuss two Article II amendments, Peace as a UU Value and Reason and the Responsible Search for Truth and Meaning. There is 15 minutes of discussion time for each amendment and they require a 3/4 vote to pass.

Delegates will have 15 minutes to discuss the Business Resolution: Embracing Transgender, Nonbinary and Intersex People is a Fundamental Expression of UU Religious Values. Requires a 2/3 vote to pass.

Saturday, June 22

General Session IV
Delegates will have 30 minutes to discuss the Final Article II Proposal. Requires a 2/3 vote to pass.

Delegates will discuss any Action of Immediate Witness that was admitted to the agenda. 12 minutes of discussion per AIW. Requires a 2/3 vote to pass.

If any Responsive Resolutions or Budget Motions were made, delegates will have 30 minutes overall to discuss them. These require a 2/3 vote to pass.

Sunday, June 23

The online Delegate Platform is open! To access the Delegate Platform, delegates must be registered for General Assembly and have credentials.

Congregations are responsible for assigning credentials to their member delegates. Ministers and religious educators can retrieve their credentials via ga-delegate.uua.org.

Delegates who only want participate in the business portions of General Assembly without access to programs, workshops, or speakers can register as business-only registrants. Payment is not required but a donation to offset production and platform costs is suggested.

You must submit amendments or vote on the Mini-Assembly ballots through the Delegate Platform.
